Phobos and Deimos

This has become a recurring joke, but in real life (and maybe in The Earth Republic too), they’re pretty thorough at making sure no one’s getting married just to get citizenship. To the point where real couples have a really hard time doing what should be a normal thing (getting married and getting to live in the same place).
